When trying to run Utilities a message states that '<utility name>' is not signed.
The details to the error message in the message center states:
"<utility name> could not be loaded because <path to utility> <utility name> is not digitally signed. Only authorized digitally signed applications may be loaded."
If this utility has been supplied by Bentley or one of the free applications on the Bentley Library then it is most likely the application is being started up using the High Security option. This is an icon that is founf in the program group and is usually titled something like:
MicroStation V8i (SELECTseries 3) (High Security)
If you are trying to startup the software using this icon you should use the one in the same program group without High Security in the title.
If this utuility has been produced by someone other than Bentley the following details may assist in relation to security setings.
This means that MS_SECURITY_LEVEL is either set to HIGH or MEDIUM. It needs to be set to LOW or NONE to allow utilities to run in MicroStation that are not signed by Bentley or by any software publishing certificates that are trusted.

The user identifies trusted certificates in the MS_SECURITY_SPC configuration variable.
MS_SECURITY_SPC defaults to all .cer files in the ../workspace/standards/SPC directory.
The user identifies the applications that he trusts by putting copies of the certificates used to sign them into this directory .
High - Only loads applications that are digitally signed by Bentley.
