"The installation failed with error code 1642" when trying to install Bentley JT Interface 08.11.07.423 over spanish Localized version of MicroStation SS2 (08.11.07.446.es)
Bentley JT Interface 08.11.07.03 is a patch package for MicroStation 08.11.07.443.en. So it can not be installed in Spanish localized version
1. Uninstall Localized Spanish MicroStation version (e.x. ms08.11.07.446.es)
2. Install dependencies: Prerequisites for Bentley Desktop application and MicroStation 08.11.07.443.en as dependencies
3. Install Bentley JT Interface 08.11.07.03.en
