Exchanging to a Reference gives different display to opening Reference directly

Problem Description

When working in a file with a reference attached, if I exchange to that reference, the display of the reference file when it opens looks different to when then reference file is opened directly using the File Open dialog. For example, there are certain levels turned on when the reference file is opened directly, but these same levels are off when using the reference exchange command to open the same file when it is attached as a reference. Why does the same reference file display differently depending on how it was opened?

Explanation

When using the Exchange command on a reference file, the reference file is opened as if it was still displayed in the master file. This means that if there were reference file levels turned off in the master file, these same levels would be switched off after using the Exchange command.

When the reference file is opened directly using the File Open dialog, it knows nothing about the master file it is attached to, so it does not have a link to the way the levels are being displayed when it is in the master file, therefore it is possible that it will display differently. It does not take the level display state from the master file.
