Problem

How to prevent a user from opening the toolboxes "Clash Detection" and "Schedule Simulation" and thus avoid that unintentionally a chargeable license is used for it.

Solution

In order to limit the possibilities for opening these toolboxes "Clash Detection" and "Schedule Simulation", they should be removed from the menu and the toolboxes.

These toolboxes can be opened via the menu as follows:
Menu item: "Tools"> "Clash Detection"
and
Menu item: "Tools"> "Animation"> "Schedule Simulation"

Toolbox "Animation" contains the "Schedule Simulation" tool.

The following Wikis describe how to delete / remove and restore menu items or menu items:

How to remove items from the main menu bar

The menu item "Clash Detection" should then be removed via this procedure.

You should not simply remove the menu item "Animation" since it contains other animation-specific toolboxes.
You should copy the "Animation" toolbox instead, rename it and remove the "Schedule Simulation" toolbox from the copy of the Animation toolbox and place the Open command for the copy of the Animation toolbox in the Animation menu item. Since menu items which had been integrated by the system cannot be edited, it must be copied and inserted at the same position. The original can then be deleted and the change to the copied menu entry can be made.
In the example below, the copy of the toolbox is called "Animation_1" and according to this the Open command for the new menu item "Animation" needs to be named "dialog toolbox animation_1".

The following Wiki describes how to create and customize tools / tools and toolboxes / toolboxes and tasks:
Customizing tools and tool boxes in MicroStation

Using this method, you can copy the "Animation" toolbox from "Application Tools" > "MicroStation" to your own DGNLIB.
Afterwards, this copy can be renamed "Animation_1" (according to the toolbox Open command "dialog toolbox animation_1" stored in the above menu command example from menu item "Animation"). In this toolbox "Animation_1" you only have to delete the toolbox "Schedule Simulation".

For the original toolbox "Animation" you could disable the toolbox "Schedule Simulation" additionally by right-clicking.
More about hiding tools in toolboxes is described in the following wiki:

Note:

It is not possible to prevent these toolboxes from being opened by the user via the menu item "Tools"> "Toolboxes"> "Animation" or "Clash Detection", or via one of the following key ins:
DIALOG TOOLBOX CLASHDETECTION

DIALOG TOOLBOX ANIMATION SCHEDULESIMULATION
