Problem

SQLite error when starting MicroStation

User gets the following error when starting MicroStation. From the error description, it looks like a privilege issue. 

Solution

Starting MicroStation as Administrator fixed the issue.
Right click MicroStation shortcut and Run as Administrator.

Alternatively do check if logged in User has Read/Write access to folder %localappdata%

Open File Explorer and type %localappdata% which expands to following folder
C:\Users\{UserName}\AppData\Local\Bentley\
