MicroStation Not Working

Managed Call Stack in the Exception.log points to:

Solution

Applying the Dot Net Repair tool and rebooting the machine fixed the issue.

If the Dot Net Repair tool did not work, download and Install “Visual Studio 2015, 2017 and 2019” – “x64: vc_redist.x64.exe” reboot the machine and test
