Problem

Having created a Custom Tool within a DGNLIB Library file, that calls an Element Template and pointed to the DGNLIB using the configuration variable MS_GUIDGNLIBLIST.

If the Custom Tool is used within the DGNLIB all works OK, but if the same Custom Tool is used in a DGN its not reading the Custom Properties from the the Element Template.

Solution

Whilst the Custom Tool was shared using the MS_GUIDGNLIBLIST variable, the Element Template call behind the Custom Tool had not been Configured and thus unavailable to MicroStation.

To resolve share the DGNLIB containing the Element Template using the variable MS_DGNLIBLIST_ELEMENTTEMPLATES
