Older MicroStation versions (V8, V8 2004, V8 XM) allowed users to edit or manage RSC font library files with something called the FONTEDIT tool. With the release of MicroStation V8i, this tool was removed.
Included in MicroStation V8i (SELECTseries 3) & later versions, the Font Utilities tool can be used to create or modify RSC type of fonts.
The Font Utilities tool can be used to transfer fonts from one Resource (RSC) library file to another as well as the ability to change the Font Names, Descriptions or Numbers of the individual font file. Existing font symbols of each font can also be reviewed.
This Font Utilities tool won't allow creating any new fonts or add/remove font symbols, but you can create a new blank RSC file.

This application is only intended to help with your current need to use or modify a custom RSC font.The best practice for future releases of MicroStation V8i and beyond is to use True Type Fonts (TTF) when a current RSC font does not meet your needs.
Font Utilities can be loaded running the following Key-in command:mdl load fontutilities; font utilities dialog
After that, the Font Utilities dialog will be loaded and you can load RSC files and review their fonts:
From there, it is a simple identification of the source and target RSC files and then a drag and drop.
