Thank you for your timely support in clarifying all my queries.
I am getting an error in building the Highway cost ,distance and time. Please check the picture, Highway program has executed successfully but the results seems to be incorrect.
Then I tried to built the highway GC MAT file again in new catalog file but I am not able to execute the program successfully. Inspite of having all input files and script same. I am getting the Run code error 2

You are right that it is a output file. But the path (D:\CUBE\TRIAL\Highway skims) has to exist. It looks like the path is incorrect. I am guessing it should be 'D:\CUBE\TRIAL\Base\Highway skims' based on the location of the other files.

You would have to check the distance values in the input network and make sure they make sense and they are in the right units. I do not see any issues in the script.

Thanks Ahmed, I observed highway links has two attributes for distance. How to delete one from the highway links?
