I have trouble accessing the Data Manager. The cylinder is not clickable / greyed out as depicted below, so I couldn’t create network from shapefile .
I have also tried the method in the following link:

But the problem is that my file.shp is not showing up and the menu to add links is also not clickable.

Hi Delvi. The Data Manager may not be accessible if you do not have a compatible ArcGIS Engine or ArcGIS Desktop. Please share the CUBE About screen?Also, the Add two-way and one-way link is not active when editing shapefiles. It will only be active when .net file is open and layer is active.Thank you.
That is the cube about screen.
I assume my ArcGIS Desktop is not compatible with ArcGIS in cube. From communities.bentley.com/.../troubleshooting-arcgis-engine-activation-issues, in this cube version I need the ArcGIS version 9.3 through 10.6.x. Is that correct?

You are correct. The issue is with ArcGIS incompatibility. So you have two options: Upgrade CUBE to 6.5 (keeping ArcGIS 10.7) or downgrade ArcGIS version to 10.6 (keeping CUBE 6.4.4), this will be resolved.Let me know if you have any further questions.
