Barge launch stability
The standard commands to calculate wind heeling arm are:
hstatic
rarm inc num -wind
report
end
The above makes the assumption that you have positioned the cargo and the barge system at the condition (draft, roll, trim) you are interested in.
I think there is more to your question, however, I do not want to infer.

How about equation/formula to determine wind heeling arm that used in moses ?

The equations are those found in the regulations. You can designate which regulation to use with the "&env" command. There is already a post about this. Please see the following link.

based on the rule that the heeling arm is vertical distance, in meters (feet), from the center of A to the center of the underwater lateral area or approximately to the one-half draft point, so if I have barge 14 ft (depth)) and 7 ft (draft) that the heeling arm is 7 ft, but the results is different from the moses results in the picture above. The heeling arm is 2.59 ft (moses results smaller than the rule)
