Could anybody explain me why we use another wave height? in according scatter diagram I have to apply 0,5 m but SACS applies 1,64m.

I think this is a unit conversion error. 0.5 * 3.281 ft (1 m) = 1.64. What version of SACS are you using? I will check to see if this has been fixed in the current version of SACS.
