can someone please interpolate/explain "-rect 15 30 66"

Please refer to the MOSES user's manual section XII.P.1 Pieces. In my version of the manual it begins on page 267. The option description is on page 272.
-RECTANGLE ZBOT ZTOP BEAM.
The explanation is the section will have a rectangular shape. The bottom of the rectangle will be at body coordinate z = 15, the top of the rectangle will be at body coordinate z = 30, the beam of the section will be 66 units.
All the other options that can be used are also in the reference user's manual. Please refer to that.
