What is the purpose of release member and in which condition or which member we release joints.

The member end release options are intended to simulate the load transfer scenario. Based on your connection, which load or moment you want to lock and which load or moment you want to pass, you need to define the releases using commands of 0 or 1, where 1 stands for the releases. In the "member Properties" tab it follows the order as Fx, Fy, Fz and Mx, My, Mz where axes are being the local axis of the member.
The conditions and members chosen for releases are completely engineering call based on the actual scenario of the stricture and the designed load path. Whatever the user will choose, SACS will execute the calculations accordingly.
