I need to run "OpenPlant Isometrics Manager CONNECT Edition" without connecting to Bentley as we are running this on a network that does not have external access. As this application has no license file to allow us to run locally can anyone advise how to get it to work? We currently run autopipe nuclear but of course that has a local license option which we are using.

You should be able to donwload and install both AutoPIPE and OPIM on a computer with no internet access. You would still need to license AutoPIPE with a Nuclear license as you indicated. You should then be able to use OPIM thru AutoPIPE, see WIKI here.
