When opening an existing file or creating a new one is there a way to start the program with the "Command Search Utility" minimized (closed)?

Yes, you are correct that there are a number of features inside of the Customize> Ribbons> command located in the top right corner of the appliation.
Be sure to check / uncheck "Automatically launch ribbon search on program open" feature as needed. See AutoPIPE help for complete details on this feature.
