I'd like to understand how the standard values for local loads on nozzles are chosen.
Indeed they seem really high for my case.
Is it from the calculation code? Here I'm using CODAP but the values are the same if I'm using EN or ASME. And I can't find anyhting about those values in the codes.

Those values are standard for the industry. They're used as guidelines so that piping and vessel calculations can be done simultaneously (instead of designing the vessel and its nozzles, then determining the allowable loads, then giving them to the pipe stress engineers). They are not code dependent, but deduced from practice: that's the reason they do not change.
