There is no way to apply a value for f1 and f2, these values are calculated by the program when there is a support (e.g. Legs).

Error Code 677 - Conical Shell (XX.XX.XX) Under Internal Pressure: U-2(g) analysis is required or provide a flare at the small junction of the conical shell (Appendix 1-5(e))

This error manifests when there is not a flare (or knuckle) on the conical shell. You can leave the design as is and use a certified inspector to verify your design as per U-2(g) or you can add a knuckle and the error will go away.
