Problem:
The following occurred when importing a file from AutoPIPE:

Please select a Allowable Year First

Solution:
This message is stating that the model does not know what allowable to calculate because there was no code year selected.
Workaround:
Update the code year by
a. Selecting System Tab
b. Press the "Y" button just to the right of Design Code setting
c. Select the drop down listing to choose a setting
d. Press OK to accept the year that will be used when calculating the code allowable.
