Solution:

This is a written WARNING for the user has made a request to physically change the license settings from the current configuration to a new configuration. The user is urged to contact their Bentley On-site Admin to confirm that this is OK. 

Note, if the user presses Yes, the account will now be liable for any over usage charges that may occur. Again, strongly advised to contact your Bentley On-site Admin for directions before making any changes to licensing. This dialog will always pop up when making a licensing change from the original setting to avoid any misunderstandings that a user was not forwarned. .
