After reviewing the Exploit Protection Setting for AutoPIPE exe file.
1. Go Windows Security > App & Browser Control > Exploit Protection Settings
2. Add AutoPIPE .exe without any customized settings
(Actually, set only the "Data Execution Prevention(DEP))
It would appear that Windows Defender prevented the execution of the AutoPIPE without a warning message.
Since making this modification, AutoPIPE is able to start-up without issue.
