Creating/Rebuilding AT_Proj.dbf

How can I create this file?  I can open it with MS Access, but it can't write a DBase .dbf file.

    If you are using Microsoft Access to modify the .dbf (Foxpro) file it will update and the changes will be stored in the original .dbf file. It creates a new at_proj.accdb file and then links the dbf tables into it but those tables are updated in the original .dbf file as well. If you need to modify the new .db3 SQL LITE file format you will need a SQL Lite Editor.
