Thanks for posting your question.
1. Multiuser can not work same time in same model. If two user working on same drawing one has to log out then only other user can work on that drawing.
2. There are multiple ways to do that.
1. Attach multiple drawing in one file as xref.
2. Generate PXF file import in all PXF in one file.
