Right-click chm and select Properties. Unblock the file and click Apply. This worked for me on Windows 10.

Not able to open it. Coming as blank, even I copied it to my desktop.

I think from my experience it is an issue due to access right. As Jesse say, you must copy the CHM on your computer (desktop for instance) and try again to open it...

Hello Patrick,

At first I experienced the same issue that you did, but after I extracted the CHM file to my desktop, I was able to open it without a problem.
