Help with GC: getting the configuration manager back

I accidentally closed the toolbar in the top left hand corner of the screen in Generative components. Does anyone know how to get it back? I've tried everything I know so far and have no idea.

I can't find where those two files are to delete. Is there a certain place they should be?

Does it not say in Microstation > Workspace > About Microstation? You are looking for the location of your Preferences.
