I want to locate a new CS point with the X & Y of one CS point but the Z of another point?
what is the best way of achieving this?

That is a tricky one, you could have 3 points that are not perpendicular creating a strange CS. But having said that it should be possible with the CS method ShearedByOriginXYZPoints
That appears to work, gives a warped CS if the points are not perpendicular but should work.
