Such as structures model auto modeling footing, column, beam and wall. And Architect model element same method.

Hello Phong,
You can use the reference attachment dialog and add the dwg file in the dgn file and then with the help of range box & other necessary nodes, you can get those alignments in the OBD-GC session and then you have to place Coordinate system nodes and align the Structural & architectural nodes as necessary.
Have a look at this video to get the idea of how to work with alignment.

You need to have the section size in the dialog. Or else you would not be able to place that member.Regards,Alifur
