so the right question is not whether the toolbox is displayed or not but "How to create own licensing mechanism"?

You did not write how your tools was created (VBA, old pseudocode, native C/C++, NET), but in general you have to investigate and implement own mechanism. In the case of MVBA it's probably useless effort, because MVBA cannot be efficiently protected itself, so it's easy to check and modify the code.

For future questions I recommend to read MicroStation Programming forum best practices to ensure all necessary information will be posted.
