I have this question too: POD is a native point cloud format from Bentley. I understand, that there is an API for e.g. MicroStation to read this kind of files. Is there some kind of library that is independent from MicroStation to read/write POD files? For example to use this library in a desktop application outside of MicroStation.

I recommend to ask in a new post, maybe MicroStation Programming forum is better place where to ask, because it's more active than this very general forum.

As far as I know, no such independent SDK is published. But PointCloud API is a part of DgnPlatform API. It was discussed some time ago that this API exists independently from MicroStation, but is available based on agreement with Bentley only, not publicly. So maybe to contact BDN representatives directly makes sense in this case.
