Through the Microstation V8i SS2 user interface I can place a tag element without associating it to another element. There is a little check box regarding association. I have verified this in VBA by determining the "BaseElement" of the "TagElement" is "Nothing".
My question is how can you place a tag element without associating it to another element in VBA?

I think it's not possible to place unassociated tag using VBA API, because AddTag method is called from chosen Element class.
Maybe the solution is to use VBA wrapper for MDL function mdlTag_create.
