I have a 3D microstation file in V8i with basic components like cone, torus etc. In the properties we can view the Radius1, center1 and other such. Is there any mVBA that runs and can extract these properties. I can send a sample file if needed. Could some help.

sorry, but I do not understand the question.
The whole discussion is messy and the information you have (not) provided has been confusing. You have mixed different type of elements (torus, cone, cell...) without providing any real example, so it's not clear what cell do you mean (is it normal cell, SmartSolid cell or something different) and what properties you need.
I recommend to ask in MicroStation Programming forum, to follow best practices and to provide example design file (with one element only), so it will be clear what are you asking about.
