Is there a way to run a pdf file inside MicroStation.
So I add an item to a menu and when it is clicked on I want to have a pdf pop up and open.

are you aware you posted you question to general Developers and Programming Forum? It seems to be more general MicroStation question, so I recommend to move the post to MicroStation forum. To move existing discussion, use More > Move tool under your original post.
Also, please read and follow the best practices (always, no exceptions!). Questions rarely can be answered when crucial facts like exact version are missing.

Is you question: "What key-in can be used to open external document"?
When yes, the key-in is
$ % "document location" e.g. $ % "C:\documents\some my doc.pdf"
The $ sign is not necessary and can be omitted when no MicroStation variable is not used in the document path.
BTW There are several articles how to use key-ins to interact with external documents and applications in MicroStation wiki.
