I would like to know if there is a way to open an equivalent of windows OpenFileDialog to select file stored on Projectwise.
I am currently developping a WPF dockable window in C# that needs to load a csv file with input data.

because this is general Developers and Programming forum, I recommend to move your question to ProjectWise Programming forum. To move existing thread, use More > Move tool available below your original post.
I assume you will also find an answer (or at least, information that will help you), because it was discussed several times.
I recommend to follow the best practices, especially related to sharing exact versions of used products, to ensure the discussed solutions are not valid e.g. for another version (there are many difference between e.g. V8i and CE APIs).

To access documents in ProjectWise, you have to use ProjectWise API.

ProjectWise API is C/C++, not C#. But there are samples available (e.g. this or this ones) how to access C++ API from C# using wrappers.
