         Thanks for the responce. We want to extact the Orientation of cell element in Degrees or in Radians.

CellElement.Rotation  return Matrix3d, Could you please explain us on how to get angle in Degrees or in radians from the Matrix3d.

A Matrix3d describes a rotation in 2D or 3D. Matrices are a common way of describing rotation: they are not specific to MicroStation. When you ask for the orientation of a cell element that is exactly what you get.

If you want an angular rotation, then look at Matrix3dIsXYRotation and Matrix3dIsXRotationYRotationZRotationScale.
