Does anyone have a vba that can change the revision number on a sheet file (Title Block) and then prompt the user to assign a revision description and place it in the available location on the sheet file.

What element type stores the revision no. at the moment? Is it a component of the title block or an element in the sheet model?

That implies that the revision description is not already present (well, I suppose it is a new revision and so its description is new). Should it be placed as plain old text or something else?

The Revision Number is a TAG within a cell attached to a Title block. ie 02. What I am looking for is one tool that can take the sheet revision from 02 to 03 etc then allow the user to place some text that represents the revision ie 'Issued for Planning', and place this in the Title block.

As you can see there may be revision text already in place, so the user should be able to locate the text in the next available slot. however if it is possible to automatically place it even better.

You can't attach the same tag set more than once to an element. Is each row in the title block a cell? If so, perhaps what you want is to place a new cell that provides the row borders and attach the tags to that cell.
If that cell include placeholders (e.g. some text for rev., description, date) then the location of each tag can be automated. Placeholders can be removed automatically.
