Does anyone know a method of finding the active file's dimension 2D/3D so it can be displayed as a text string?
Having sucessfully used the Application.Caption object.property to modify the tile bar contents, the default string containing [2D - V8 DGN] note is (obviously) overwrittten, I just want to add the 2D/3D info to my current caption string.

A DGN file is dimensionless. It's a bag of Models. Each model has a dimension, but a DGN file may contain a mix of 2D and 3D models.

not tested it, but I think you should check ActiveModelReference.Is3D property.
