easy question, that's in MicroStation VBA help file: Use ScaleUniform method.

I recommend to always check both in VBA Editor and MicroStation VBA help what methods and properties are available for specific element type. Very often it's enough to discover the right way.

          Thanks for your response, I am tried ScaleUniform also but the cell scale is won't to change(Scale size is 1.0). Here i attached my dgn and i am using following code.
