Is there a tool which works in Microstation Connect which rotates elements to specific angles?
I had one for V8i but it won't load into Connect.

I am not quite sure why you posted this question to MicroStation Programming forum when it's about availability of normal user tool, but anyway:

It's the same as in V8i, you can define elements rotation (for elements like text, cells etc.) in their properties. Multiselection, when more elements of the same type are modified, is supported also.

sure for v8 versions and it does a lot more than viewing the angle value ;-)

There are two .mvba files in that ZIP. You should unzip both to somewhere that MicroStation can expect to find them, such as \Organization\Standards\Macros
