I am really new to VBA. I know C,C++ python etc. but I am unable to get grasp of VBA. How to start learning Microstation VBA from the scratch.

All implementations of VBA are based on Microsoft's VBA Toolkit. Consequently, they share many common features. Start by looking at, say, VBA for Excel: there are books, tutorials, websites and other material to help you become familiar with the basics of VBA. Search the web!
MicroStation VBA is VBA with specific extensions for 3D CAD. Bentley Systems publish a book: Learning MicroStation VBA. The MicroStation VBA help documentation has plenty of examples.

Thanks a lot Jon..I saw the book. But they are starting programming from advanced level . I will search for Excel VBA.

Like Jon said, there are lots and lots of VBA resources out there books, websites, etc. You may even find some basic VBA classes at your local community college, if there's one near you. The VBA Help available in the program is actually pretty good as well, and the Microstation VBA help has quite a few simple examples.
