the above mentioned method always retuns = 0 in ustn ConnectEdition
Set ec = oEle.Cache lngIndex = oEle.CacheIndex lngIndexParent = ec.ElementParentIndex(lngIndex)

thank you for reporting this issue. We could reproduce this issue and filed the Defect # 1068798 to address this issue in MSCE 10.13.01.01. - This is a regression from V8i.
