it sounds promising, of course depending on its content and what next steps will be.
But I think more important is whether there will be changes that will make Bentley approach to 3rd party developers more competitive when compared to competitors (choose any name like Autodesk, ESRI...). In other words, what has been discussed many times in last years: Free (no legal department involved) "basic level" access, and to make the development cheaper (because nobody knows MicroStation API and have to be trained for many months, whereas it's very simple to find and hire students, graduates and hobbyist with some knowledge of e.g. AutoCAD, ArcGIS, QGIS, because the access if free including materials and motivation...).
P.S. I appreciate that finally there is somebody in BDN team who is not scared to participate in the forum and do not ignore the web communities.

All we can say is Very soon. At first direct Support links will take you to the existing "Developer and Programming", "MicroStation Programming Forums" and other respective product development forums, The developer communities will continue to be the primary area of interaction. Future portal updates may include adding a (multi-function) Search text box providing search results from Portal site contents and from the developer communities using the single text search field.
If this discussion board is moved to the "Developer's Portal", will amateurs be able to browse and post on the board?
If not, does Bentley have any plan to give access to programming conversation to people who are not "developers"? As it is, support for people who want to learn the programming side of things is very weak, effectively shutting out people who may want to learn, but cannot afford the BDN subscription, or whose companies may not be willing to sign the contract for "someone's hobby".
Will there be an "entry level" to this portal? Curiosity has inspired plenty of people to develop interest in programming, and without access, that curiosity is stifled. Prospective Bentley advocates meet only a dead end, and take their interest elsewhere.
