&lt;p&gt;The problem is either a recent Windows update or the installation of another app (typically Microsoft Office) that modified or installed a VBA component.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Run cmd.exe as administrator.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Go to c:\windows\system32&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Run command:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;regsvr32 fm20.dll&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;This occurs because different Office versions register FM20.DLL in different locations:&lt;/p&gt;

&lt;p&gt;In this case&amp;nbsp;it is the Office 2019 64-bit installation. You can see this in the Registry at this key:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Computer\HKEY_CLASSES_ROOT\CLSID\{C62A69F0-16DC-11CE-9E98-00AA00574A4F}&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Please verify the steps listed below in order and attempt to verify after each if the problem has been resolved:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Verify you have all the &lt;strong&gt;latest Microsoft Windows and Microsoft Office Updates&lt;/strong&gt; and &lt;strong&gt;Security Patches&lt;/strong&gt; applied. It is possible recent Microsoft security or VBA updates may have made changes where if NOT all updates have been applied Microsoft conditions can be &amp;quot;mismatched or not valid&amp;quot; at your current Windows and Office patch level.&lt;/li&gt;
&lt;li&gt;Maybe as your first test (listed 2nd because the first step is often so important) try to start MicroStation (or other Bentley products needed) using: &lt;strong&gt;Run As Administrator&lt;/strong&gt;.&lt;/li&gt;
&lt;li&gt;Locate and &lt;strong&gt;delete any .BOX and .EXD files&lt;/strong&gt; from your computer. These are cached control instances that may not update properly and interfere with Microsoft Active-X control and security update policies on your client.&lt;/li&gt;
&lt;/ol&gt;
