I think all MicroStation icons are delivered in ustnicons.rsc file (even when some assemblies contain own set of icon resources). Based on (very) quick check of available methods, I guess it's possible to load the icon using it's name.

You do not specify what UI technology you prefer to use. I assume the code will be different e.g. for WinForms and WPF.

Element Properties dialog represents a visible part of EC technology, I think every item is something like PropertyPane and it knows how to display the underlying value depending on its type. So they are more "intelligent building blocks" put together. But it's my guess only.
