is it possible add a model (existing in a "source" DGN) as model in a "target" DGN?
I mean with original content.
If yes, how?

Do you mean Import models functionality available in Models dialog?
It's recommended, when possible, to provide description of equal functionality in GUI or as a tool.

There is no such functionality available in VBA, even in more professional APIs (C++, NET) it's not a straightforward process.
But, did you try to search forums for similar discussions, before asking?
I am pretty sure it was discussed in this forum already, and I also find several similar questions in MicroStation forum (e.g. this one).
So the answers is: use key-in. Format is model import [file] [model] (e.g. model import ref_a.dgn "another model").

P.S. Is it really so hard to follow the best practices and to specify used product and version exactly, as recommended? There were nearly 20 different "V8i" versions released in the past and from your question, it's absolutely not clear what version from the you use, and even if it's MicroStation.
