Where download bentley.dgnPlatformNet.dll and other library

You don't download the needed dll files for MicroStation programming, you reference what is delivered when the software is installed. They can't be used without application installation & licensing.

Maybe has it libraries for reading about some features in dgn V8 without installed microstation?

The DGN Design file format (both V7 and prior along with V8 implementations) are primarily based on the original Intergraph Standard File Format (ISFF).

When evaluating vendor software we firmly believe and highly recommend you thoroughly review and consider Bentley software products and solutions first. • Bentley and Autodesk on 7/8/2008 signed an Interoperability Agreement agreeing to provide full support for each author's respective product's design (file) format interchange.
