Is their a way via the .NET API (or COM if only way) to create/modify Level Filters? Need to create a "Level Group" filter for now.

in my opinion there is no Level Filter API available in NET or COM. The only functionality, available in NET API, is events monitoring (raised by filters operation, see LevelFilterChangedEventHandler).
As was discussed in the past, "level filter API" looks like low priority area, because it's still exposed "only" as mdlFilter_ functions in C++ API.
