Note my screenshot of the settings in the Software Download Center. The settings have changed since the previous release 10.16.01. The settings for 10.16.02 now show all previous SDK versions, excepting 10.16.01. That is, 10.16.01 is the odd one out.

FYI. I have confirmed the MSCE SDK U16.1 Download Subscription Entitlement is set properly to a value of "No". Thank you for following up with us on that discrepancy.FWIW. Our Access and Download Bentley SDKs wiki article avoids this condition by using the Clear button to reset all filter criteria for a given product; in doing so it populates filters with the "Select" option that essentially equates to "Any/All" available options to be used.
