In MicroStation, the main solution does not depend on API.

The standard solution is to use element priority. The recommended way is to assign priority per level, but it can be assigned also individually to elements. It requires 2D file (because in 3D it does not make sense) and DGN V8 format.

Do be aware that may have no effect on a V7 format DGN. V7 DGN file format is very different from V8 DGN format, and many options available in V8 simply will not function in V7.
Some solutions will not exist at all. Other solutions were accomplished with old key-ins and workarounds.
