Because there is no "KMZ API" (because it is user tool, not MicroStation engine functionality), you must use key-ins.

I recommend to search (and discuss there, when needed) normal MicroStation forum, because export to KMZ format was discussed there many times (e.g. here, in context of Batch Process).
