Is it WAD that using element.AsSharedCellElement.origin returns point3D with Z elevation even that model is 2D?

what is a source of the design file (how it was created)?
Personally I do not think it is WAD (I would expect Z=0 in 2D file), but in certain scenarios, 2D design file can still remember original 3D coordinates.

Unknown, most likely DWG. We have set that DWG are opened as 2D paper space so maybe this workflow caused this.

Yes there are option in 3D to 2D conversion to "preserve Z range" but not sure how it works and where the range is preserved.
